One of the ways to improve the quality of education in Indonesia is by initiating the program called Rintisan Sekolah Bertaraf Internasional (Pilot International Standard School). This program provides grants to selected schools to implement the teaching and learning process to comply with the international standard or known as SBI class. One of standards for development in International Standard High School is the use of English for teaching Mathematics and Science. By using English as a medium of instruction for Mathematics and Science, it is expected that the graduates of Pilot International Senior High School would be able to be prepared for further study in the university level both inside Indonesia and overseas because they will be able to prepare themselves for the university entrance test, to understand English textbooks, and to take part in the lectures presented in English.

There are two popular methods of using English as a medium of instruction. They are Immersion and Bilingualism. Language immersion uses the target language as a teaching tool, surrounding, or "immersing" students in the second language. While in a bilingual education, all of the subject materials are taught in two different languages where they are majority and minority language.

This study is a descriptive qualitative study on the use of English in the teaching of Mathematics and Science in SBI class at SMAN 1 Situbondo. It was conducted on October 2011. The subject of the study was the Mathematics and Science teachers of grade X of SBI class at SMAN 1 Situbondo. The data were collected using a handy camera during observation, and an interview guide; and then analyzed descriptively.

Based on the research findings, it was found that the teachers did not use English in the teaching Mathematics and Science in SBI class. During the teaching process the teachers used Bahasa Indonesia all the time, from opening the class, explaining the materials, and closing. From the interview, it was found that the reasons why the teachers did not use English mainly because they do not master the language.

This study finds out that the teaching of Mathematics and Science in SMAN 1 Situbondo has not complied with the characteristics of SBI class. The use of English in the teaching of Mathematics and Science is not implemented as it was expected in the decree of Minister of Education. The school is suggested to improve by providing English for Specific Purpose Course and Self Access Center. To the teachers, it is suggested that they should encourage the use of English as a medium of instruction in the teaching process.
