The introduction of English in primary schools has taken place in the attempt to accelerate the improvement of human resources. Based on that phenomenon, SKB (Sanggar Kegiatan Belajar) Malang municipality has started the teaching of English from the tenth grade of “C” package program. This study is aimed at describing the teaching and learning process in the tenth grade of “C” package program at SKB (Sanggar Kegiatan Belajar) Malang municipality. SKB (Sanggar Kegiatan Belajar) Malang municipality is one of non formal education institutions in Malang municipality. The purpose of this study is to describe the teaching of English in SKB (Sanggar Kegiatan Belajar) Malang municipality in terms of the availability of the English syllabus, the teaching techniques applied, the instructional material and media chosen. The subjects of this study are the English teacher and the students of the tenth grade. The design of this study is descriptive qualitative. The instruments used in this study are interviews, observations, and field notes.

The result of this study was that the teaching of English at SKB (Sanggar Kegiatan Belajar) Malang municipality is good in terms of the teaching techniques applied by the English teacher to encourage the students to be active in the class. The English teacher of SKB (Sanggar Kegiatan Belajar) Malang municipality is qualified. She presented materials with the various techniques. The teacher did not always use the syllabus rigidly, sometimes she changed or added the activities because what had been planned in the syllabus sometimes did not always run well in the classroom as stated in the syllabus. The teaching material/textbook used by the tenth graders of SKB (Sanggar Kegiatan Belajar) Malang municipality is an English module which contained various activities, simple instructions, various topics that suit to the students' level, interest and needs. In addition, this textbook needs improvement in some aspects. The media available at SKB (Sanggar Kegiatan Belajar) Malang municipality consists of 8 different kinds of media: whiteboard, board marker, tables, chairs, TV, LCD, CD, and computers. Their conditions are good and can be used whenever the teacher needs them. Mostly, the media are provided by the school. The teacher did not use all the media because there are some media which are not appropriate to the goals, the materials given, the students' interest and the students' level of difficulty.v Based on the research findings, some suggestions were given for the betterment of the teaching and learning process of English in the tenth grade of SKB (Sanggar Kegiatan Belajar) Malang municipality. For SKB (Sanggar Kegiatan Belajar) Malang municipality, it should provide more facilities of the teaching and learning English process by providing many kinds of supporting media.

The teacher should pay attention to all students although it is difficult. She may learn more about how to motivate the students to be active in teaching leaning process. The writer suggests other researchers to continue this study by conducting a study not only in the “C” package program, but also in the “A & B” package program. Other researchers also can conduct a study on the certain technique of the teaching of English in this school and use the finding of this study as a reference.
