Scores of national exam results are one of the graduation requirements for students from the school to continue to the next level. The existence of the national exam is still questionable. The aspects that affect the quality of these tests is the validity, reliability, level of difficulty, different resources, and serves at least distractor answers. All these aspects should have a good criterion for the national exam eligible to be tested.

Questioned the validity of the contents of alignment problem with the specified curriculum. The validity of the contents in this research is about the suitability of Indonesian National Examination Junior High School Year 2009/2010 with the National Competency Standards Exam Indonesian Graduates Junior High School Year 2009/2010 on the basis of attachment of the Minister of National Education Regulation No. 75 of 2009. Construct validity refers to the compatibility problem with theoretical constructs. Construct validity is a matter of suitability Indonesian National Examination Junior High School Year 2009/2010 to construct a theory or language skills in the National Examination Competency Standards Indonesian Graduates Junior High School Year 2009/2010 on the basis of attachment of the Minister of National Education Regulation No. 75 of 2009. The study was a descriptive quantitative research. Data source is the manuscript about the Indonesian National Examination Junior High School Year 2009/2010 AP Pack 16. The data used are the result of identification and content validity construct validity problem Indonesian National Examination Junior High School Year 2009/2010.

The results of the analysis has been carried out, namely, the issue of Indonesian National Exam in Academic Year 2009/2010 SMP has a high content validity. Despite the high criteria, there are two questions that are not valid, not in accordance with the indicators tested the ability of graduates' competence in the Standards. Then, construct validity skills of reading and writing skills, each height. The ability to read the text to identify, understand text, and give feedback to the contents of the text contained in the matter. A total of 15 item about a matter of identifying the parts of the text, 9 point about a matter which test the ability to read in the aspect of understanding the text and one item about which is the aspect of reading skills by giving feedback on the text. The ability to write in the pre write, write, and post-writing contained in the matter. A number of 3 point about pre-writing stage, 8 points about writing stage and 14 items about the post-writing stage.

Content validity and construct validity problem Indonesian National Examination Junior High School Year 2009/2010 already have a good criterion. However, power differences and the level of difficulty some problems still have weaknesses. Different level of difficulty and resources that have not either indicate problems are not perfect. Therefore, it is suggested to National Education Standards Agency evaluators as the implementation of learning, in making the national exam with testing this need established content validity and construct validity. To further research, there are still aspects that need to be investigated which level of difficulty, different power, and reliability, the function of distractor and qualitative methods of analysis covering technical analysis, content analysis and editorial analysis. In addition, it should be also investigated the relationship between these aspects. For example, the relationship between the validity of the analysis about the grain.
