Education is known as a conscious and planned effort to create a learning atmosphere and learning process in order that learners actively develop the potential within him. Active learning process is influenced by the quality of teachers in determining the model of learning to achieve successful learning. The result of observation conducted at SMK Negeri 1 Turen on the archival subject from the tenth grade students of APK is known that the teacher only uses the lecture method in delivering the learning materials, the teacher also does not conduct discussion and presentation activities. Therefore, the student activity in the learning process is still passive and monotonous. This resulted in the cognitive learning outcomes of low archival subjects and still many students who have not reached the criteria that is 75. Seeing the problems that occur then the researchers apply the POE learning model with scientific approach. POE learning model has three stages which are predict, observe, and explain. In predicting stage, the students are invited to predict the problem, then followed by observe stage in which students are invited to make observations, and during the explain stage the students are invited to do the presentation of predictions and observations. This study aims to improve the ability of critical thinking and student learning outcomes on archival subject.

In this study, the research method used is qualitative approach. The type of this research is Classroom Action Research (CAR). This research stage was conducted at SMK Negeri 1 Turen. The subject of this research is the tenth grade students of APK 3 consisting of 35 students. Data collection techniques were conducted through interviews, observations, field notes, tests, and documentation. The research instrument used in this research is the observation sheet of learning activity by teachers and students, observation sheet of critical thinking ability, field note, written test, affective learning result sheet, and psychomotor domain learning result sheet. Data analysis used in this research is Miles and Huberman model analysis that is data reduction, data presentation, and conclusion drawing. This study was conducted in two cycles. Each cycle consists of four stages: planning, execution, observation, and reflection.

The research finding of this study shows that the implementation of POE learning model through scientific approach is able to improve the ability of critical thinking and student learning outcomes. The students' critical thinking ability in cycle I has an average of 67.1 with sufficient criteria and increased in cycle II with an average of 84.88 with good criteria. Student learning outcomes of cognitive domains have increased on the completeness of classical learning from 77.13% to 91.42% with very good criteria.

For students' affective learning outcomes increased from 66.6 to 87.9 with very good criteria. While for learning result of student psychomotor aspect has increased from 69,8 to 83,7 with good criteria. Based on the results of the research shows that the effective learning model of POE is used in learning because it is able to improve students' thinking ability, so that the students are active in the learning process. The students' cognitive, affective, and psychomotor learning outcomes also increase with the application of learning models, so that the POE learning model is very effective in learning.

Last but not least, the suggestion which can be given by the researcher is that the teacher can apply the learning model that the researcher has applied mainly to the materials that require practice. In addition, for further researchers are expected to develop thepreviously applied learning model by collaborating with other learning models.
