Students respond shows that the instruction process in product arrangement
subject using the combination of Instructional Model of Student Team
Achievement Division (STAD) and Student Facilitator and Explaining  make the
learning more meaningfull for students, it is more student-centered, and able to
improve students activity during learning process.
  From the finding, the writer draws the following conclusion: (1) the
implementation of Combination of Instructional Model of Student Team
Achievement Division (STAD) and Student Facilitator and Explaining to Improve
students’ Learning Achievement for Product Arrangement Subject of Grade X of
Selling Department in Vocational High School 1 Kademanngan Blitar consist of
several activities, which are a) the presentation of material and competence to be
achieved, b) making group, c) learn in group, d) instructional model of Student
Facilitator and Explaining, e) final test,  2) the implementation of this model is
able to improve students learning achievement, (3) students response for this
instruction is also positive, (4)  problems faced by the writer is that the limited
number of literature of the students,  lack of confidence, and there are some
students underestimating the writer who disturb the process of learning.
  Based on the result, the following suggestions are proposed. (1) the 
Combination of Instructional Model of Student Team Achievement Division
(STAD) and Student Facilitator and Explaining  is able to improve students’
learning achievement so that teacher of product arrangement subject and other can
also implement this instructional model as the alternative model to improve
students learning achievement, (2) teacher should motivate students in learning
activity so that it can improve students learning achievement, (3) for the coming
researcher, it is proposed to study other competence in order to find out the
success of the implementation of combination between STAD and students
facilitator and explaining to improve students learning achievement.Based on the result of interview, it is found out the instructional process
conducted in Vocational High School 1 Kademangan Blitar for Product
Arrangement subject still uses teacher-centered instruction.  It consist of lecturing,
discussion, question-answer, giving task, and practice and teacher has not applied
instructional model which is able to improve the activity and students learning
achievement. One of the effort conducted by government to improve the quality of
education is by establishing a curriculum called school-based curriculum (KTSP).
It is intended make the existing curriculum perfect so that teacher will be more
familiar wit it, because teacher involves in the process of making the curriculum.
One of instructional model which is in line with the curriculum is the one that
encourage students to be more active, interactive and feel comfortable in
developing their own knowledge and skill as well as their attitude in learning
process such as students team active division (STAD) and Student Facilitator and
Explaining.
  This study aims at knowing the implementation of Combination of
Instructional Model of Student Team Achievement Division (STAD) and Student
Facilitator and Explaining to Improve students’ Learning Achievement for
Product Arrangement Subject of Grade X of Selling Department in Vocational
High School 1 Kademanngan Blitar. It is classroom action research consisting of
2 cycles in which there are two cycles for each. The steps of in this classroom
action research are planning, implementation, observasion and reflection. The
subject of this study is class X students of selling study program in Product
Arrangement of vocational high school  1 Blitar consisting of 40 students, 36
female and 4 males. The approach used is qualitative approach and the data are
analyzed descriptively. In this study, the data is collected through observation,
interview, documentation, test and questionnaire.
  Based on the result of study, it is found out that the implementation of
Combination of Instructional Model of Student Team Achievement Division
(STAD) and Student Facilitator and Explaining is able to Improve students’
Learning Achievement for Product Arrangement Subject of Grade X of Selling
Department in Vocational High School 1 Kademanngan Blitar. Those
improvement can be observed from the average score of students’ learning
achievement either from pre test or post test. From the result of study, it was
found that the average score of pre tst increases from 68.87 in cycles I into 69,30
in cycles II and the avarega of post test from 74.60 in cycles I into 79.27 in cycles
II. The number of students who finish the subject also increase from 75,7% (25
