Attempts of the increase and development of the education quality is the determination and commitment for Indonesian to overtake the lag compared with developed countries in science and technology. Fundamentally, there are two approaches that can be done, namely structural and cultural approaches. Structural improvement has been done by National Education Department such as components improvement and teacher training; however, the result has not been satisfying yet. According to Ginningham and Gresso ‘s observation (Jumadi, 2004:22) denoted  “that historically efforts to increase the education quality through a structural approach did not successfully change the situation”. It is different from a cultural approach that school members do not feel being minor or forced to do the improvement, but they do with awareness, trust, and self-will.

One of the factors to achieve the purposes of the school education and the increase of school performance needs organization culture to build. According to Deal and Peterson, (1999) school culture is “a set of values underlying attitudes, tradition, daily habits, and symbols practiced by the headmaster, teachers, administration officers, students, and people around the school.   School culture is an identity, characteristics, and an image of the school for all people. Implementation of the school culture which is appropriate has meaningful influences on student learning activities. It also encourages teachers to do the job more efficiently and effectively to achieve good teacher performance.

Motivation might be purposes as well as tools in learning since it is one of the factors that can determine learning success. Having motivation, students are encouraged to do school assignments in their learning. Motivation comes from both themselves (internal) and external factors.

The purposes of the research are to find out the influences: (1) school culture on teacher performance, (2) school culture on student learning motivation, (3)teacher performance on  student learning performance, and (4) school culture on learning motivation through teacher performance.

In this study, the researcher used an explanatory research. The chosen population was all eleven graders of SMK Negeri 1 Turen that was 510 students. The researcher used a random sampling technique with 75 respondents and the analysis method is a multiple regression method.

The result revealed that: (1) there are positively and significantly direct influences of school culture on  teacher performance to students of SMK Negeri 1 Turen that is 0.389, (2) there are positively and significantly direct influences of school culture on student learning motivation of SMK Negeri 1 Turen students that is 0.215, (3) there are positively and significantly direct influences of teacher performance on student learning motivation of SMK Negeri 1 Turen that is 0.523, and (4) there are positively and significantly indirect influences of school culture on student learning motivation through the variable of teacher performance in SMK Negeri 1 Turen that is 0.203.

Suggestions that can be recommended related to the result are: (1) one of the facilities provided by the school is the library. During the time, the use of the library in SMK Negeri 1 Turen is considered less. It is because the collection of the books is limited, the design of the room is less interesting, and the library is also used as a classroom where teaching and learning activities occur; it limits students to use the library. School culture in SMK Negeri 1 Turen should be improved especially in provision of facilities and infrastructures as well as the library. The library is urgently required since it provides sources of science and knowledge for students in their self-learning. ; (2) the condition of the teacher performance is categorized enough. The condition can be improved if the headmaster is able to maintain and even enhance recent job outcomes to be better in the future by giving motivation through creating good school culture. Hence, teachers are able to do their job well and achieve the teacher performance totally; (3) student learning motivation highly influences the students’ achievement. That is why, the roles of teachers as the substitutes of the parents at school to encourage the student learning motivation are big. Teachers are expected to be able work professionally and become friendly teachers for their students in learning activities; (4) in further researches, it is expected that the research taking the theme of school culture and student learning motivation should take all the schools in Malang as the objects. It is intended to get better diversities in both characteristics and demography of the culture of the school.
