Abstrak


Penelitian ini dilakukan untuk melihat guru SMK Negeri di Kota Malang yang lulus sertifikasi, apakah juga ditunjukkan dengan adanya peningkatan kinerja sejalan dengan kegiatan pemberdayaan dan motivasi kerja guru yang telah dilakukan sekolah, sehingga mutu pendidikan akan juga meningkat. Pemberdayaan dan motivasi kerja yang dilakukan guru maupun pimpinan sekolah guna meningkatkan kinerja guru SMK Negeri di Kota Malang belum diketahui, sehingga penelitian ini perlu dilakukan.

Rumusan masalah penelitian ini adalah Bagaimanakah pemberdayaan guru, motivasi kerja, dan kinerja guru profesional SMKN di Kota Malang?, Apakah ada hubungan pemberdayaan guru dengan kinerja, motivasi kerja dengan kinerja dan pemberdayaan guru dan motivasi kerja dengan kinerja guru profesional SMKN di Kota Malang?. Metode penelitian yang digunakan dalam penelitian ini adalah korelasional dengan teknik survey. Tujuan dari penelitian ini adalah untuk mengetahui hubungan antara pemberdayaan guru, motivasi kerja, dan kinerja guru profesional SMKN di Kota Malang.

Hasil dari riset ini menunjukkan bahwa: (1) Pada umumnya guru professional SMKN di kota Malang merasakan bahwa pemberdayaan guru yang dialami sekarang ini masih dalam kategori sedang, sehingga masih perlu peningkatan. Peran kepala sekolah sangat menentukan dalam pemberdayaan guru, disamping memberdayakan juga harus selalu memberi pembinaan secara profesional. Pemberdayaan guru meliputi peningkatan kemampuan guru dan pemberian kewenangan. Sebagai individu yang sudah menyandang predikat sebagai guru professional, mempunyai konsekuensi yang harus pula dijalani; (2) Motivasi kerja guru profesional SMK Negeri di Kota Malang pada umumnya tergolong berkategori sedang. Seperti halnya pemberdayaan motivasi kerja guru professional ini masih perlu ditingkatkan. Ada tiga faktor yang mempengaruhi motivasi kerja guru yaitu motif, harapan, dan insentif; (3) Kinerja guru professional SMKN di Kota Malang pada umumnya berkategori baik. Kinerja guru professional dipengaruhi oleh beberapa aspek kompetensi, yaitu (a) penguasaan substansi bidang studi dan metodologi keilmuannya, (b) penguasaan struktur dan materi kurikulum bidang studi, (c) menguasai dan memanfaatkan teknologi informasi dan komunikasi (ICT) dalam pembelajaran, (d) pengorganisasian materi kurikulum bidang studi, dan (e) peningkatan kualitas pembelajaran melalui penelitian tindakan kelas: (4) Hubungan pemberdayaan dengan kinerja guru profesional SMK Negeri di Kota Malang adalah signifikan dengan r = 0,732. Besar kecilnya kontribusi variable X1 terhadap Y dinyatakan dengan koefisien determinan = r2 x 100% atau 53,58 % Hal ini menunjukkan bahwa semakin tinggi seorang guru melakukan pemberdayaan terhadap profesi guru, maka semakin meningkatkan kinerjanya. Pemberdayaan yang ada pada guru di antaranya dilakukan melalui peningkatan kemampuan guru dan pemberian kewenangan dalam mengembangkan diri dalam mendukung profesi gurunya; (5) Hubungan motivasi kerja dengan kinerja guru professional SMK Negeri di Kota Malang adalah signifikan dengan r = 0,797. Besarnya kontribusi variable motivasi kerja terhadap kinerja guru sebesar 63,52%, sisanya 36,48% ditentukan oleh variabel lain. Hal ini menunjukkan bahwa semakin tinggi seorang guru memiliki motivasi terhadap profesi guru, maka semakin meningkat kinerjanya. Motivasi yang ada pada guru dipengaruhi oleh motif, harapan, dan insentif yang didapatkan guru; (6) Hubungan secara simultan pemberdayaan dan motivasi kerja guru dengan kinerja guru professional SMK Negeri di Kota Malang berpengaruh secara signifikan. Besar kecilnya kontribusi secara bersama-sama (simultan) sebesar 83,3% dan sisanya 16,7% ditentukan oleh faktor-faktor lain. Faktor lain misalnya: kepemimpinan, iklim organisasi, etos kerja, budaya organisasi, kompetensi, kepuasan, loyalitas, pelayanan, negosiasi, mutu, produktifitas, bauran di pasaran, dan lainnya.

Dinas Pendidikan Kota Malang dan Kepala Sekolah SMK Negeri di Kota Malang, agar mendukung dan memberikan kesempatan seluas-luasnya bagi para guru untuk melakukan peningkatan pemberdayaan terkait dengan fungsi dan tugas profesi guru. Bagi peneliti berikutnya untuk melakukan penelitian lebih lanjut dengan mengkaji kinerja guru pada jurusan yang lebih spesifik sehingga menambah cakrawala dan wawasan lebih luas.

Abstract:

This research performed in order to find out whether teachers of State Vocational School in Malang, who have graduated from certification program, have showed improved performance along with empowerment activity and working motivation of the teacher, therefore, quality of education will be improved as well. Empowerment and working motivation of the teachers as well as the school management to improve teacher's performance at the State Vocational School in Malang have not been known, therefore, this research should be done.

Problem formulations of this research are, How is the empowerment of teacher, working motivation, and performance of the professional teacher at State Vocational Schools in Malang? Is there any relationship between teacher empowerment and performance, working motivation and performance, as well as teacher empowerment and working motivation with performance of the professional teacher at State Vocational School in Malang? Method of this research is correlation and survey technique. Objective of this research is to find out relationship between teacher empowerment, working motivation and performance of the professional teacher at State Vocational School in Malang.

Results of the research show that: (1) In general, the professional teachers at State Vocational School in Malang feel that at present, teacher empowerment is still on the medium category, therefore, it needs to be improved. The principals play determinant roles in teacher empowerment, besides that, they should give guidance professionally. Teacher empowerment comprises of improving teacher's capability and delivering authority to the teacher. As individual who is considered as professional teacher, there are some consequences that should be faced; (2) Working motivation of the professional teachers at State Vocational Schools in Malang is on the medium category. However, working motivation of the professional teachers is still to be improved. Three factors, which influence working motivation of the teachers, are motif, expectation, and incentive; (3) Performance of the professional teachers at State Vocational Schools in Malang is categorized well. Performance of the professional teachers is influenced by some aspects of competency, such as (a) mastering both material and methodology of the knowledge, (b) mastering both structure and material of the subject curriculum, (c) mastering and utilizing information and communication technology (ICT) in learning, (d) organizing material of the subjects curriculum, and (e) improving quality of learning through a research on taking action at class; (4) Relationship between empowerment and performance of the professional teachers at State Vocational Schools in Malang is significant, r = 0.732. Both higher and lower contributions of X1 variable over Y is expressed by determinant coefficient = r2 x 100% or 53.58%. It shows that the higher empowerment of the teachers toward profession, the better performance will be improved. Teacher empowerment includes improving the teacher's capability and delivering authority for self-development in supporting the profession as a teacher; (5) Relationship between working motivation and performance of the professional teachers at State Vocational Schools in Malang is significant, in which r = 0.797. Higher contribution of working motivation variable toward teacher performance is about 63.52% and the rest, 36.48%, is determined by other variable. It shows that the higher motivation of the teachers toward their profession, the better performance will be improved. Motivation of the teacher will be influenced by motif, expectation, and incentive; (6) Simultaneous relationship between empowerment and working motivation with performance of the professional teachers at State Vocational School in Malang has significant influence. Both higher and lower contributions have simultaneously, 83.3% and the rest, 16.7%, are determined by other factors, such as: leadership, organizational climate, working ethos, organization culture, competence, satisfaction, loyalty, service, negotiation, quality, productivity, mixed market, and so on.

The Department of Education in Malang as well as the Principals of State Vocational Schools in Malang are expected to support and provide more extended opportunities for teachers to improve their empowerment, which related to function and profession task as teachers. For the next researchers, it is expected that they should perform further research by reviewing performance of the teachers on more specific subdivision in order to improve firmament and more extended insight.
