Kualifikasi Akademik baik guru SMP/MTs maupun SMA/MA harus memiliki kualifikasi akademik minimum diploma empat (D-IV) atau sarjana (S1) program studi yang sesuai dengan mata pelajaran yang diajarkan. Guru juga dituntut untuk menguasai kompetensiprofesionaldan kompetensi pedagogik. DataHuman Development Index (HDI) menunjukkan bahwa di Indonesia terdapat  40% guru SLTP dan SMA 43%guru dianggap belum layak untuk mengajar di jenjang masing-masing. Selain itu menurut Uus Toharudin 2007 bahwa 17,2% guru atau setara dengan 69.477 guru mengajar bukan bidang studinya. Hasil uji kompetensi guru (UKG) tahun 2012 secara online yang dilakukan terhadap guru setelah  memperoleh sertifikat profesional, diperoleh nilai rata-rata nasional sebesar 45,82 untuk skala nilai 0-100 masih dibawah angka 50, atau kurang dari separuh angka ideal. Nilai tertinggi adalah 96,25 dan nilai terendah adalah 0,0. Jumlah guru terbanyak, sekitar 60-70 ribu orang berada pada interval nilai 42-43.Penelitian ini bertujuan untuk untuk(1) mendeskripsikan kualifikasi guru bidang studi IPA/biologi pada tingkat SMP/SMA di Kabupaten Teluk Bintuni. (2) mendeskripsikan kompetensi profesional dan pedagogik guru IPA/BiologiSMP/SMA. (3) mendeskripsikan permasalahan dan kebutuhan guru IPA/Biologi untuk mengembangkan komptensi guru SMP/SMA di Kabupaten Teluk Bintuni.

Metode penelitian ini merupakan jenispenelitian deskriptif kualitatif.Subyek penelitian ini adalah 21 sampel guru dari 51 guru bidang studi IPA/Biologi pada satuan pendidikan SMP/SMA di Kabupaten Teluk Bintuni.Objek penelitian ini adalah kualifikasi, kompetensi profesional, dan kompetensi pedagogik serta kebutuhan guru bidang studi IPA/Biologi. Data tentang kualifikasi, kompetensi dan kebutuhan guru dianalisissecara deskriptif kualitatif, yakni dengan menjumlah, merata-rata (persentase).

Hasil penelitian menunjukkan bahwa kualifikasi pendidikan guru IPA/biologi secara keseluruhan pada tingkat SMPdan SMA adalah 95,2% berkualifikasi strata satu (S1) dan 4,8% berkualifikasi diploma (D3)dari jumlah sampel 21 guru.Kesesuaian antara kualifikasi akademik dengan bidang studi IPA/biologi yang diajarkan pada satuan pendidikan SMP dan SMA adalah 71% sementara yang tidak sesuai (mismatched) 29%. Selanjutnya guru IPA/Biologi pada tingkat SMPdan SMA yang menguasai kompetensi profesional 44,5% dan yang menguasai kompetensi pedagogik 30,7%.

Good academic qualification of teachers of Junior/senior high school as well as MTs/MA must have the minimum academic qualification diploma four (D-IV) or undergraduate courses in accordance with the subjects taught. Teachers are also required to master the professional competence that is mastered the material, structure, concept, and the mindset of a supportive academic subjects learned.Pedagogic competence also determines the quality of education that is the ability of teachers in master learning theory and principles of learning that educate and implement various approaches, strategies, methods, and techniques creatively educate learning on the field of study learned.Datathe Human Development Index (HDI) shows that in Indonesia there are 40% of teachers and high school SLTP 43% of teachers are considered not yet qualified to teach in their respective level. In addition, according to Uus Toharudin 2007 that 17.2% or equivalent to 69,477 teachers teaching instead of fields of study. Based on the above description, then researchers conduct studies of explorationtowards academic qualifications, professional competence and the competence of teachers pedagogic majors IPA/Biology Unit at the high school level. This research aims to (1) describe the qualifications of teachers of biology majors IPA/at the level of Junior High/high school in Bay County Bintuni Straits. (2) describe the professional and pedagogic competence teachers IPA/biology Junior/Senior HighSchool,(3) describe the problems and needs of teachers of Science/biology for developingJunior/SeniorHighSchool teachers competence in the Bay of Bintuni Straits.

The method of this research is a descriptive qualitative study types. The subject of this research is the 21 samples of teachers from the teacher's 51 majors IPA/biology in Junior High/HighSchool education unit in the Bay of Bintuni Straits. The object of this research is the professional competence, qualifications, and competence of teachers andpedagogicmajorsIPA/biology. Data about the qualifications, the competence and the need for teachers to be analyzed in qualitative, descriptive, i.e. with make, average (precentaced).

The results showed that educational qualifications teachers of Science/biology as a whole on the junior level or High School reached 95.2% is a strata (S1) of 21 teachers response and 4.8% qualified diploma (D3). Alignment of academic qualificationwith majors in Science/biology taught at JuniorHighSchool-education unit is71% while not appropriate 29%. While the IPA/biology teacher in high school and JuniorHighSchool level master professional competence 44.5% and pedagogic competence that 30.7%.
