Perbedaan Motivasi Kerja, Kinerja dan Sikap Profesional Guru SD/MI yang Sudah dengan yang Belum Bersertifikat Pendidik di Kecamatan Junrejo Kota Batu. (Tesis)

Abstrak


Certification is one of government program in order to improve the motivation, work quality and professional attitude of teacher with the increasing of their prosperity. This program is expected to increase the quality of learning and sustainable education in Indonesia, but the fact is certification policy for the teachers only tend to the orientation for the increased salary. Survey that conducted by Persatuan Guru Republik Indonesia (PGRI) about the impact of certification to teacher performance explain that the teacher performance that passed the certification is not pleasing yet. High work motivation showed by the teachers with the level of education that did not pass the certification yet. Their hope are passing the certification soon and then they will get the teacher profession subsidy and work hard to pass the certification both through PLPG or portfolio, but ironically there are so much portfolio evidence that is not right. Aim of this study is to know about the difference of teacher work motivation, teacher performance, and professional attitude of teacher in elementary school / islamic school that have and which have not been certificate as an educator in KecamatanJunrejoBatu City. Method that used in this study is quantitative approach with the comparative descriptive research design. Research population in this study is the teachers in elementary school or islamic school in KecamatanJunrejo with the status of PNS / CPNS that been qualification as an undergraduate (SI). Sampling technique that used in this study is random quota technique. The research instrument use the scale of likert and observation. Research data analysis use ANOVA (Analysis of Variance) and MANOVA. Level of teacher work motivation divided by high work motivation  is 38%, 13% is certificated and 25% have not been certificated, from 62% high work motivation category, 37% is certificated and 25% have not been certificated. Analysis result of ANOVA shows that value of F numerical is 0.019 with the signification number 0.890. Due to the F numerical is smaller than F table with the db=1 and db=2 =58 at alpha 5% is 4.007. So the accepted hypothesis is Ho that is no difference about level of teacher work motivation between teacher that certificated and have not been certificated.  Teacher performance category is as follow : there are no teachers that have an excellent performance category. About 20% is in good performance category with 7% is certificated and 13% have not been certificated. About 52% is in enough performance category with 25% is certificated and 27% have not been certificated, and about 28% is in low performance category with 18% is certificated and 10% have not been certificated.  Analysis result of ANOVA shows that value of F numerical is 9.044 with the signification is 0.004. Due to the F numerical is bigger than F table with db1=1 dan db2=58 at alpha 5% is 4.007, so the accepted hypothesis is H1, there are performance difference between the teacher that certificated and have not been certificated. The description of teacher professional attitude is as follow : about 34% teachers have an excellent professional attitude with 30% is certificated and 20% have not been certificated. About 43% have a good professional attitude with 20% is certificated. Analysis result of ANOVA shows that the value of F numerical is 0.042 with the signification number is 0.839. Due to F numerical is smaller than F table so the accepted hypothesis is Ho, there is category difference of teacher professional attitude that certificated and have not been certificated. Analysis result of MANOVA that looking for the difference between that three variables shows that the value of F numerical is 3.050 for the whole comparison method with value of signification is 0.036. the value of F table with db1=3 and db2=56 is 2.769. Due to F numerical is bigger than F table (3.050 > 2.796) and signification number is smaller than alpha 5% (0.036 < 0.050), so the accepted hypothesis is H1, there is true difference between the teacher that certificated with the teacher that have not been certificated in variable of work motivation, performance and teacher professional attitude. The advices for the teacher is to give a meaning for certification to increase the academic, professional, personal, and prosperity qualification so the teachers will be aware that the fact is they have professional mental responsibility as we remind that teacher is up point for increasing education quality that will produce human resource that have good quality.

 

Sertifikasi merupakan program pemerintah dalam rangka peningkatan  moti­vasi, kualitas kinerja dan sikap profesional guru yang dibarengi dengan peningka­tan kesejahteraan mereka. Diharapkan program ini meningkatkan mutu pembel­ajar­an dan pendidikan di Indonesia secara berkelanjutan, ternyata kebijakan sertifi­ka­si bagi guru cenderung berorientasi pada harapan kenaikan tunjangan saja. Survei yang dilaksanakan Persatuan Guru Republik Indonesia (PGRI) mengnai dampak sertifikasi terhadap kinerja guru menyatakan bahwa kiner­ja guru yang sudah lolos  sertifikasi belum memuaskan. Motivasi kerja yang tinggi justru ditunjukkan guru-guru diberbagai jenjang pendidikan yang belum lolos sertifikasi. Harapan mereka adalah segera lolos sertifikasi berikut mempero­leh tunjangan profesi guru bekerja keras  untuk kelulus­an sertifikasi baik melalui PLPG maupun melalui portofolio ironisnya banyak bukti portofolio yang kurang benar keberadaannya. Tujuan penelitian ini adalah untuk mengetahui perbedaan tentang motivasi kerja guru, kinerja guru, sikap profesional guru SD/MI yang sudah dan yang belum bersertifikat pendidik di Kecamatan Junrejo Kota Batu. Penelitian ini menggunakan pendekatan kuan­titatif dengan rancangan penelitian deskriptif komparatif. Populasi peneliti­an ini adalah guru-guru Sekolah Dasar dan Madrasah Ibtidaiyah di Kecamatan Junrejo dengan status PNS/CPNS yang sudah berkualifikasi pendidikan Strata satu (S1).Pengambil­an sampel menggunakan teknik quota ran­dom sampling. Instrument penelitian menggunakan skala likert dan observasi. Analisis data penelitian meng­guna­kan teknik Anova (Analisis Of Variance) dan Manova. Tingkat motivasi kerja guru yaitu 38% tingkat motivasi sangat tinggi, 13% bersertifikat dan 25% belum bersertifikat, sebagian 62% kategori motivasi kerja  tinggi, 37% sudah sertifikasi dan 25% belum bersertifikat. Hasil analisis Anova menunjukkan bahwa nilai F hitung yang didapat sebesar 0,019 dengan angka signifikansi sebesar 0,890. Karena F hitung lebih kecil dari nilai F tabel dengan db=1 dan db=2 =58 pada alpha 5% adalah sebesar 4,007. Maka hipotesis yang diterima adalah H0 yaitu tidak terdapat perbedaan tingkat motivasi kerja guru yang sudah bersertifikat dengan yang belum bersertifikat. Hasil analisis Anova menunjukkan bahwa nilai F hitung sebesar 9,044 dan signifikansi sebesar 0,004. Karena nilai F hitung lebih besar dari nilai F tabel db1=1 dan db2=58 pada alpha 5% adalah sebesar 4,007, maka hipotesis yang diterima adalah H1 yaitu terdapat perbedaan kinerja antara guru yang sudah sertifikasi dengan yang belum. Hasil analisis Anova menunjukkan bahwa nilai F hitung sebesar 0,042 dan signifikansi sebesar 0,839. Karena F hitung lebih kecil dari F tabel maka hipotesis yang diterima adalah H0 yaitu tidak terdapat perbedaan kategori sikap profesional guru yang sudah sertifikasi dengan yang belum. Hasil analisis Manova yang mencari perbedaan ketiga variable tersebut me­nun­jukkan bahwa nilai F hitung sebesar 3,050 untuk seluruh hasil metode perban­ding­an serta nilai signifikansi sebesar 0,036. Nilai F tabel yang didapat dengan db1=3 dan db2=56 adalah sebesar 2,769. Karena nilai F hitung lebih besar dari F tabel (3,050>2,796) dan nilai signifikansi lebih kecil dari alpha 5% (0,036
