Pemberlakuan Undang-Undang No. 20 tahun 2003 tentang Sistem Pendidikan Nasional dan Permendiknas No. 12 tahun 2007 tentang Standar Pengawas Sekolah/madrasah berdampak bagi upaya peningkatan layanan pendidikan. Implementasi kebijakan tersebut berpengaruh terhadap pelaksanaan dan kendala yang terjadi dalam manajemen kepengawasan baik di Dinas pendidikan maupun Kementerian Agama se Malang raya.

Penelitian ini memfokuskan pada hal-hal pokok tentang implementasi manajemen kepengawasan dan supervisi di SMA/ MA yang meliputi: (1) kualifikasi, uji kompetensi bagi pengawas sekolah /madrasah, (2) peran dan kewenangan pengawas sekolah /madrasah dalam konteks Manajemen persekolahan, (3) implementasi kepengawasan dan supervisi yang dapat dimaknai oleh keseluruhan fihak sekolah /madrasah, (4) kendala dalam manajemen kepengawasan dan supervisi berdasarkan kondisi yang ada, standar pengawas sekolah/ madrasah dan implikasi lanjut dari realita imlementasi kepengawasan dan supervisi di sekolah /madrasah.

Tujuan penelitian ini mengkaji keterlaksanaan kebijakan tentang standar pengawas sekolah/madrasah, dengan pengertian bahwa jika pola manajemen tenaga fungsional kependidikan (pengawas sekolah/madrasah) dilakukan melalui prosedur yang jelas maka dengan sendirinya produk kebijakan itu akan memenuhi tuntutan dan kebutuhan sekolah sebagai objek peningkatan kinerjanya.

Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi multi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam (in depth interview), kemudian dilengkapi dengan studi dokumentasi dan participant observation. Pengecekan keabsahan temuan melalui credibility, transferability dependability, dan confirmability.

Hasil penelitiannya sebagai berikut: (1) ketidakjelasan pemahaman makna kualifikasi, dan uji kompetensi bagi pengawas. (2) kerancuan peran dan kewenangan pengawas sekolah /madrasah, (3) implementasi manajemen kepengawasan dan supervisi yang terkait dengan rekrutmen calon pengawas sekolah/madrasah; uji kompetensi pengawas sekolah/madrasah dan operasionalisasi manajemen kepengawasan dan supervisi (4) kendala dan implikasi lanjut dari realita manajemen kepengawasan dan supervisi yang mencakup rekrutmen calon pengawas sekolah/madrasah; uji kompetensi pengawas sekolah/madrasah dan operasionalisasi manajemen kepengawasan.

Berdasarkan hasil penelitian ini, hal-hal yang dapat disarankan sebagai berikut: Pertama, perlu peninjauan kembali beberapa butir Permendiknas nomor 12 tahun 2007 tentang Standar Pengawas sekolah/madrasah terutama terkait dengan kualifikasi, rekrutmen dan kelayakan implementasinya; Kedua,dalam implementasinya pihak-pihak yang berkewenangan perlu memperhatikan proporsi peran, kualifikasi, kompetensi Pengawas sekolah/madrasah dan kebutuhan di lapangan. Ketiga, diharapkan pihak-pihak yang berkewenangan (Dinas Pendidikan dan Kementerian Agama) mampu mewujudkan peran, tugas pengawas sekolah/madrasah sesuai dengan kualifikasi, kompetensi Pengawas sekolah/madrasah dan kebutuhan di sekolah. Keempat, mengakomodasi dan menindaklanjuti berbagai kendala dalam implementasi manajemen dan supervisi di lapangan.

The enforcement of the Law Number 20 of 2003 about the National Education System and the Regulation of Minister of National Education Number 12 of 2007 about Supervisor Standards of Public and Islamic School impacted on the efforts of educational service improvement. The implementation of the policy had an effect on its realization as well as the problems arising on the supervisory management in the Department of Education and the Ministry of Religion throughout Malang Raya.

This research focused on the implementation of supervisory management and supervision in public and Islamic schools which comprised: (1) qualification, competence test for public and Islamic school supervisor; (2) the roles of authorities of public and Islamic schools supervisor towards school management; (3) the implementation of supervisory and supervision which could be interpreted by the whole party of public or Islamic schools; (4) the problems of supervisory management and supervision based on the real condition, standard of public or Islamic school supervisor and further implication of the real supervisory and supervision implementation in public and Islamic schools.

The objective of the research was to examine the operation of the policy of supervisor standard of public and Islamic Schools. It was aimed that if the management pattern of public and Islamic school supervisor was done by clear procedure, the product of policy would automatically met the need of the schools as an object of its performance improvement.

The research applied a qualitative approach by designing a multi-case study. The data collection was done through an in depth interview and then completed with documentary study and participant observation. The findings validity was checked using credibility, transferability, dependability, and confirmability.

The results of the study were as follows: (1) there were obscurity of qualification understanding, and competence test for supervisor; (2) roles and authorities of Public and Islamic Senior High School Supervisor run ambiguously; (3) implementation of supervisory management and supervision related to supervisor candidates, competence test; (4) problems of the supervisory management and supervision included the recruitment of supervisor candidates, the competence test of supervisor and the operational supervision and supervision management.

Based on the results of the study afore-presented above, suggestions are forwarded as follows: First, it is advisable to revise some paragraphs of the Regulation of Minister of National Education Number 12 of 2007 about supervisor standards of public and Islamic school especially related to qualification, recruitment, and feasibility of implementation. Second, in implementing those policies, related parties should consider the proportion of roles, qualification, supervisor competence for public and Islamic school and needs in the field. Third, it is expected for related authorities especially (Ministry of Education and Ministry of Religion) to embody roles, public and Islamic school supervisor duties in accordance with qualification, supervisor competence for public and Islamic school and needs in the schools. Fourth, accommodate and follow up some problems during the implementation of management and supervision in the field.
