The unavailability of teaching materials for listening skill that are suitable with the characteristics and the need of the students, makes the process and the result of English teaching, especially for listening skill in MA Miftahul Huda Purwosari Pasuruan not good. The teachers teach listening in a very small frequency and the students' ability in listening was very low. The students' problem in listening to English is identifying what words are being spoken. Their problem in understanding spoken English was influenced by their ability in pronouncing English words which was very poor. Most of the students could not pronounce English words correctly.

This study aims at developing listening materials for the tenth grade students of MA Miftahul Huda Purwosari Pasuruan. The result of the study is expected to give valuable significances for the school, the English teachers, the students, and the future researchers, in the effort of improving the quality of English Language Teaching.

This study adapted the procedures of Research and Development by Borg and Gall (1983) with the following steps (1) needs survey, (2) planning, (3) material development, (4) expert validation, and (5) field testing. Before becoming final product, the proto type of the product has passed revisions based on the expert validation and revisions based on the finding in the field testing.

The final product of the study is a package of listening materials for the tenth grade students of MA Miftahul Huda which consists of three parts namely students' book, teacher's book and recorded materials in the form of CD. The students' book contains 12 topics namely (1) expressions of introducing, meeting, and parting, (2) past experiences, (3) invitation and appointment, (4) stories, (5) expressions of sympathy, affection, and happiness (6) announcement and advertisement, (7) instructions, (8) expressions of congratulating and complimenting, (9) description, (10) expressions of gratitude, (11) news, and (12) expressions of surprise and disbelief. Each topic has three kinds of activities namely warm-up, main-activity, and follow-up. The teacher's book contains suggested teaching techniques for each topic in the materials, listening scripts, and answer keys. The product has a special characteristic, which is the availability of "listen and repeat activity". The activity is provided to give the students good model of pronunciation.

Tidak tersedianya materi pembelajaran ketrampilan mendengarkan Bahasa Inggris yang sesuai dengan karakteristik dan kebutuhan siswa di MA Miftahul Huda Purwosari Pasuruan, mengakibatkan proses maupun hasil dari pengajaran Bahasa Inggris, khususnya ketrampilan mendengarkan, tidak berhasil dengan baik. Guru sangat jarang mengajarkan ketrampilan mendengarkan dan kemampuan siswa dalam mendengarkan Bahasa Inggris sangat rendah.

Penelitian ini bertujuan untuk mengembangkan materi pengajaran ketrampilan mendengarkan Bahasa Inggris untuk kelas X MA Miftahul Huda Purwosari Pasuruan. Hasil penelitian ini diharapkan akan memberikan manfaat untuk sekolah, guru, siswa, maupun para peneliti yang akan datang dalam usaha meningkatkan kualitas pengajaran Bahasa Inggris, khususnya ketrampilan mendengarkan.

Penelitian ini mengadaptasi prosedur penelitian dan pengembangan oleh Borg dan Gall (1983) dengan langkah-langkah penelitian sebagai berikut (1) analisis kebutuhan, (2) perencanaan, (3) pengembangan materi, (4) validasi oleh ahli, (5) uji coba produk. Sebelum menjadi produk akhir, produk materi pembelajaran untuk ketrampilan mendengarkan ini telah melewati dua kali revisi, yakni revisi berdasarkan validasi dari ahli, dan revisi berdasarkan hasil uji coba.

Hasil akhir dari penelitian ini adalah produk materi pengajaran ketrampilan mendengarkan Bahasa Inggris untuk kelas X MA Miftahu Huda Purwosari Pasuruan. Produk ini terdiri dari tiga bagian yakni buku siswa, buku guru, dan materi rekaman dalam bentuk CD. Buku siswa berisi 12 topik materi ketrampilan mendengarkan yaitu (1) expressions of introducing, meeting, and parting, (2) past experiences, (3) invitation and appointment, (4) stories, (5) expressions of sympathy, affection and happiness, (6) announcement and advertisement, (7) instructions, (8) expressions of congratulating and complimenting, (9) description, (10) expressions of gratitude, (11) news, and (12) expressions of surprise and disbelief. Petunjuk guru berisi saran-saran prosedur pengajaran menggunakan materi yang dikembangkan untuk setiap topik, skrip teks dan kunci jawaban Setiap topik terdiri dari tiga macam kegiatan yakni pendahuluan, inti, dan penutup. Produk penelitian ini mempunyai karakteristik khusus yakni tersedianya kegiatan mendengarkan dan menirukan yang dirancang untuk memberikan contoh pengucapan Bahasa Inggris yang baik untuk siswa.
