            This study was aimed at improving the speaking skill of the D-3 students of Business Administration of State Polytechnics of Samarinda by implementing Sound-Consciousness Raising Activities and Question-Answer Technique. These two strategies were selected since they provide models, concepts, practices and meaningful activities that are required in learning to communicate in L2. The research problem is ‘how can the Sound-Consciousness-Raising Activities and Question Technique be implemented to improve the D-3 students' speaking skill at State Polytechnics of Samarinda?'

            As a collaborative classroom action research design, the collaborator and the researcher worked together in designing the lesson plans, conducting observations and making reflections. To be conducted in a cycling process, this action research started from planning of the action, implementation of the action, observation and reflection. There were two kinds of data used in this study: qualitative and quantitative. The former was obtained from observation forms, notes and an interview guide, while the latter was obtained from the performance assessments.

            Results of the study revealed that the implementation of Sound-consciousness-Raising Activities and Question-Answer Technique managed to successfully improve the students' speaking skill reflected by their pronunciation performance average scores ranging from 55.03, 65.52 and 70.85 and their speaking performance average scores ranging from 56.18, 66.82 and 71.91 in two cycles. There were also a few procedures used that could improve the students' pronunciation and speaking skills such as giving the pronunciation model, pronunciation practices, sentence construction elicitation, controlled practice and free practice. In addition, the teaching-learning process ran quite successfully with the assistance of real-life topics elicited from the students, of providing different application of tenses, giving clear instructions, clarifying unfamiliar vocabulary, showing them its meaning in context, giving them functional gist of conversation for particular topic of communication, giving them raising and falling intonation patterns and providing them with marker words to generate more natural conversations.

Based on these findings, it can be concluded that not only are Sound-Consciousness-Raising Activities and Question-Answer Technique effective in improving the students' speaking skill, but also in motivating them to learn L2 during the teaching-learning process in the classroom. Therefore, it is suggested that English teachers apply the Sound-Consciousness-Raising Activities and Question-Answer Technique in teaching speaking since they are beneficial for improving the students' speaking skill as well as for motivating them to use more L2 in the classroom instead of being trapped in using their mother tongue.

            Penelitian ini bertujuan meningkatkan kemampuan berbicara mahasiswa D-3 Jurusan Administrasi Bisnis Politeknik Negeri Samarinda melalui kegiatan penyadaran sistem bunyi dan Teknik Tanya-Jawab. Kedua strategi ini dipilih karena memberikan model, konsep, latihan dan kegiatan yang diperlukan dalam berkomunikasi menggunakan bahasa kedua. Masalah penelitian adalah bagaimana kegiatan penyadaran sistem bunyi dan Teknik Tanya-Jawab dapat diimplementasikan guna meningkatkan kemampuan berbicara mahasiswa D-3 Jurusan Administrasi Bisnis Politeknik Negeri Samarinda.

            Karena disain penelitian ini adalah tindakan kelas, maka koloborator dan peneliti bekerja sama merancang rencana pembelajaran, melakukan observasi dan membuat refleksi. Karena dilakukan dalam proses siklus, maka penelitian ini bertolak dari perencanaan tindakan, pelaksanaan tindakan, observasi dan refleksi. Ada dua jenis data: kualitatif dan kuantitatif. Kualitatif diperoleh dari formulir observasi dan panduan wawancara, sementara kuantitatif diperoleh dari hasil penilaian kinerja.

            Hasil penelitian mengungkapkan bahwa pengimplementasian kegiatan dan teknik yang digunakan mampu meningkatkan kemampuan berbicara mahasiwa tercermin dari nilai rata-rata pengucapan dari 55.03, 65.52 dan 70.85 sedangkan nilai rata-rata keterampilan berbicara dari 56.18, 66.82 dan 71.91 dalam dua siklus.Ada beberapa prosedur yang digunakan hingga mampu meningkatkan ucapan dan keterampilan berbicara seperti model pengucapan, latihan pengucapan, pengumpanan membuat kalimat, latihan terkendali dan latihan bebas. Disamping itu, proses belajar mengajar berjalan cukup berhasil dengan bantuan topik-topik kehidupan nyata yang diumpan kepada mahasiswa, penyajian berbagai penggunaan bentuk waktu, pemberian instruksi yang jelas, penjelasan kata-kata asing, pendemonstrasian makna kata dalam konteks, penyajian inti percakapan fungsional untuk topik komunikasi tertentu, pengajaran pola intonasi naik dan turun dan pengajaran kata-kata pelengkap agar dapat menghasilkan percakapan

Dari hasil temuan dapat disimpulkan bahwa kegiatan penyadaran sistem bunyi dan Teknik Tanya-Jawab tidak hanya efektif dalam meningkatkan kemampuan berbicara mahasiwa, namun juga dalam memotivasi mereka belajar bahasa kedua selama proses belajar mengajar di kelas. Sehingga disarankan agar para guru bahasa Inggris menerapkan kegiatan penyadaran sistem bunyi dan Teknik Tanya-Jawab dalam pengajaran bahasa Inggris karena bermanfaat dalam meningkatkan kemampuan berbicara serta dapat memotivasi mahasiswa menggunakan lebih banyak bahasa kedua dari pada harus terperangkap menggunakan bahasa ibu.
