Lajunya pasar global perlu diimbangi dengan kualitas sumber daya manusia agar dapat berkompetisi baik di tingkat internasional, nasional, regional, wilayah yang dimulai dari tingkat sekolah, karena di sekolah merupakan pijakan awal meraih kompetisi. Ini berarti guru sebagai ujung tombak.memiliki peran penting dalam mempersiapkan, memotivasi dan memberi bekal kepada siswa untuk meraih keberhasilan berkompetisi. Mempersiapkan, memotivasi dan memberi bekal kepada siswa diwujudkan dalam bentuk kinerja guru, dan kinerja akan berjalan dengan baik bila ada faktor-faktor yang mempengaruhinya seperti motivasi kerja, kompensasi yang diterima guru, pengalaman pelatihan yang dialami guru, dan orientasi nilai budaya yang di anut guru. Studi awal menunjukkan bahawa orientasi nilai budaya yang ditanamkan sekolah pada warga sekolah merupakan arah dari pencapaian tujuan sekolah. Kepala sekolah yang mempunyai hubungan yang harmonis dan usaha kuat dalam merumuskan , mensosialisasikan dan menanamkan visi misi dan semboyan sekolah dapat mempengaruhi motivasi kerja warga sekolah sehingga memperoleh hasil yang positif dari unjuk kerja seluruh warganya. Selain itu, sejarah perjuangan sekolah yang cukup panjang dan didukung oleh kebijakan pemerintah kota Surabaya seperti dalam pemilihan uji coba model pembelajaran akan berpengaruh terhadap kinerja guru.

Secara umum penelitian ini bertujuan untuk menemukan secara empirik hubungan antara variabel orientasi nilai budaya, pengalaman pelatihan, dan kompensasi dengan motivasi kerja dan kinerja guru. Secara khusus bertujuan untuk menemukan ada tidaknya hubungan baik langsung maupun tidak langsung antara orientasi nilai budaya pengalaman pelatiha, dan kompensasi, dengan motivasi kerja dan kinerja guru;

Penelitian dilaksanakan di kota Surabaya, yang melibatkan 22 SMA Negeri dengan analisis pemodelan berbasis PLS. .Penentuan besar sampel menggunakan model dua yang rekomendasi pemodelan berbasis PLS, yaitu sepuluh kali jumlah jalur, yaitu 7X10 yang selanjutnya akan dilakukan resampling bootstrapping.

            Hasil penelitian dapat disimpulkan sebagai berikut: (1) rata-rata orientasi nilai budaya, pengalaman pelatihan, kompensasi, motivasi kerja dan kinerja guru SMA Negeri Surabaya berada dalam kategori baik/tinggi; (2) Secara komprehensif model konseptual hubungan antar konstruk adalah fit (baik), memenuhi standar persyaratan Gododness of-fit, sehingga dapat digunakan untuk menguji hipotesis. (3) Tidak terdapat hubungan yang signifikan antara orientasi nilai budaya dengan motivasi kerja guru.(4) Terdapat hubungan signifikan antara pengalaman pelatihan dengan motivasi kerja guru.(5) Terdapat hubungan signifikan antara kompensasi dengan motivasi kerja guru. (6) Terdapat hubungan signifikan antara orientasi nilai budaya dengan kinerja guru. (7) Terdapat hubungan signifikan antara pengalaman pelatihan dengan kinerja guru. (8) terdapat hubungan signifikan antara kompensasi dengan kinerja guru (9)Terddapat hubungan signifikan antara motivasi kerja guru dengan kinerja guru (10) Terdapat hubungan tidak langsung signifikan antara pengalaman pelatihan dengan kinerja guru melalui motivasi kerja guru. (11) Terdapat hubungan tidak langsung signifikan antara kompensasi dengan kinerja guru melalui motivasi kerja guru.

Temuan dalam penelitian (1) Orientasi nilai budaya berpengaruh signifikan terhadap kinerja guru dengan pengukur utama adalah hubungan antar manusia. (2) Kinerja guru akan semakin lebih baik bila didukung pula oleh pengalaman pelatihan yang diperoleh guru untuk memenuhi kebutuhan propesioinalismenya, dengan mengutamakan pemberian kesempatan berbagi pendapat dengan guru-guru lain baik selama maupun sesudah pelatihan. (3) Secara statistik terbukti pula bahwa kompensasi yang diperoleh guru berpengaruh segnifikan terhadap kinerja guru, dengan pengukur utama adalah aspek pensiun. Ini berarti bahwa bila terpenuhi harapan guru tentang penerimaan pensiun yang tinggi/memadai akan berpengaruh terhadap tingginya kompensasi yang diterima guru dan akan berpengaruh terhadap tingginya kinerja guru. (4) Motivasi kerja guru berpengaruh terhadap kinerja guru secara signifikan. Adapun aspek pengukur utama tingginya motivasi kerja guru adalah prestasi itu sendiri, dimana kemampuan memberikan pengakuan dan penghargaan terhadap prestasi guru oleh kepala sekolah, supervisor, pihak Depdiknas mewakili pemerintah akan mempertinggi motivasi kerja guru dan akan mempertnggi kinerjanya.

Berdasarkan temuan penelitian diajukan beberapa saran sebagai berikut: kepada pemerintah daerah dan jajaran dinas pendidikan maupun kepala sekolah agar (1) dalam upaya meningkatkan kinerja guru melalui orientasi nilai budaya lebih me-ngedepan-kan hubungan yang harmonis dengan para bawahan. (2) upaya meningkatkan kinerja guru melalui pengalaman pelatihan lebih mengedepankan pemberian kesempatan bagi para guru untuk berbagi pendapat baik selama maupun sesudah pelatihan. (3) Upaya meningkatkan kinerja guru melalui kompensasi perlu lebih mengedepankan aspek pemberian pensiun yang lebih memadai harapan guru. (4) Upaya meningkatkan kinerja guru melalui motivasi kerja perlu mengutamakan kemampuan memberi pengakuan atas prestasi yang diraih guru. Kepada para peneliti agar (1) dilakukan penelitian eksperimen tentang hubungan langsung antara orientasi nilai budaya dengan motivasi kerja guru. (2) penelitian tentang hubungan tidak langsung antara orientasi nilai budaya dengan kinerja guru melalui motivasi kerja guru dengan pemodelan berbasis PLS.

            Globalisation era need to be balanced with the quality of human resources in order to compete in the level of internationa, national, regional, area, it is started from school level, because in the school is the first step to get competition. It means that the teacher is as main role, has important role in preparing, give motivation and give foothold in life to the students to get successful in competition. Preparing, give motivation and give goothold in life can be realized in the form of achieving the result of teacher and it is can be done better if there are some factors influenced as work motivation, compensation is gotten by the teacher, training experience, and orientation of culture value that followed by the teacher. Therefore, the first study show that orientation of culture value that implanted by the school in the community of the school is direction for achieving of school purpose. The headmaster has good relationship and effort to formulate, socialization and state point of view and mission and slogan of school that has been formed from orientation of culture value of school that can influence the motivation in school community until get positive result from the work of all it community. Besides, The history of school that very long and supported by government policy in Surabaya such as in choosing try out model of learning it will be influenced toward achieving of teacher.

In general, the purpose of this research to find in empirical relationship between variable of orientation of culture value, training experience, and compensation with work motivation and teacher achievement. In spesific, has purpose to find weather or not good relationship in direct and indirect between orientation of culture value, training experience and compensation, with motivation and teacher achievement.

            This research was done in Surabaya, involving 22 students of SMA Negeri with model analysis based on PLS. To determine amount of sample is by using two model that has recommendation of modelling based on PLS, ten times of amount of strip, is that 7 x 10 that will done by resampling bootstrapping.

            The result of this reseach can be concluded as follows: (1) the rate orientation of culture value, training experience, compensation, work motivation and achieving the result of teacher of SMA Negeri Surabaya in high category; (2) Toward comprehensive of conceptual model of the realtionship between construct as fit (good), fulfill the standarts of Gododness of-fit, so it can be used to test the hyphotesis, (3) Not in siqnificant relationship between orientaion of culture value with the motivation of the teacher (4) Toward the siqnificant relationship between training experience and teacher motivation. (5) Toward the siqnificant relationship between compensation with teacher motivation. (6) toward siqnificant relationships between orientation of culture value with achieving the result of the teacher. (7) Toward siqnificant relationship between training experience with achieving the result of teacher. (8) Toward siqnificant relationship with achieving the result of teacher (9) Toward siqnificant relationship between teacher motivation with achieving the result of the teacher (10) Toward indirect siqnificant relationship between training experience with achieving the result of teacher by teacher motivation. (11) toward indirect significant relationship between achieving the result of the teacher by teacher motivation.

            The finding of this research are (1) Orientation of culture value has siqnificant influence toward achieving the result of teacher with main measure is relationship between human. (2) Achieving the result of teacher will be better if supported by training experience is gotten by the teacher to fulfill it professionalism,by giving chance to share the opinion with other teacher in the training. (3) In statistics, it is prove that compensation is very influence for the teacher with the main measure is retired teacher. In means that wishes of the teacher achieve about high level of retired, it will influence in high of teacher achievement. (4) Teacher motivation has influenced toward teacher achievement in significant. Therefore, main aspect of high motivation of teacher is the achievement itself, where the ability of giving cofession and reward toward teacher achievement by the headmaster, supervisor, the governmenr, it will give high motivation to the the taecher.

            Based on this finding, we state some suggestion as follows: to the region government and education official and headmaster in order to (1) in effort to increase the achieving the result of the teacher by orientation of culture value more submitted in the good relationship with subordinate. (2) The effort to increase the achieving result of teacher by training experience more submitted in giving the teacher chance to share their opinion either at the time or after training. (3) the effort to increase the achieving result of the teacher by compensation need more sumitted to giving retired the teacher aspect that more suitable with the teacher wish. (4) the effort to increase the effort of the teacher by work motivation need submitted in the skill of giving admission in the achievement of the teacher. To the reseacher, (1) done the experiment about direct relationship between orientation of culture value with teacher motivation. (2) the reseach about indirect relationshop between orientation of culture value with the achieving result of the teacher between orientation of culture value with teacher achievement by teacher motivation with modelling based on PLS.
