Workbased learning  is manifested in the form of industrial internship with an objective of creating an efficiency in the vocational education. Work based learning is a combination of preparing the students in school and in the industrial world through the intership, and designed as such to make the students able to get the right knowledge, skills and attitude they need for their career and life the in the workplace. The research aims to describe the readiness of the school and the industrial world in implementing work based learning in order to prepare the students in entering the workplace. The topics discussed are: (1) The School Readiness in implementing Work Based Learning  in the Light Vehicle Engineering Course in SMK Negeri 12 Malang, and (2) The Industrial World Readiness in implementing Work Based Learning.

The method used is the descriptive method with qualitative approach. The data are gathered using interview, documentation and observation.

The results show that the school is ready in implementing work based learning. This is based on the readiness of the curriculum, the learning equipments, facilities and the human resources (teachers/supervisors) from school. While in the industrial world the readiness in implementing the work based learning is determined from the readiness of the advisers/instructors from the industry, the equipments and machineries in DU/DI and the readiness in accepting the interns of the work based learning program.

Curriculum is the device of the learning subjects and the education program given by an education instituted. It consists of the lesson plans for the students based on the certain education period. Based on the definition SMK Negeri 12 Malang has implemented on 2013 curriculum in their learning program and also the work-based learning  in the Light Vehicle Engineering Program. The learning devices must be prepared by the teacher before conducting the learning process. The learning devices serve as the guidance for the teacher in conducting the learning program in class, laboratory, and outside the classroom. The learning devices are designed in the form of silabus and lesson plans referring to the standard of content, the preparation of media and learning sources, assesment, and learning scenarios. The implementation of 2013 curriculum puts emphasis on the scientific approach with highlights on practice. It requires a complete facilities including practicum equipments and learning media. It is especially essential to ensure the learning effectivity and the efficiency. Teachers’ performance is the level of success of a teacher in a certain period determined by three indicators: the content mastery, the ability in managing the learning process, and the commitment in doing their job.

Competency standards for a teacher to get a certification in order to execute the duty and responsibility as the education staff include the paedagogy competency, personality competency, social competency, and professional competency. It is essential to ensure the readiness of the instructors of the DU/DI so that the output will be maximal. In this conditionhe  the readiness of t industry can be assumed, since before the implementation of the work based learning, the school and the industrial world has made an agreement to execute the curriculum draft provided by the school. The facilities readines in DU/DI is important since the DU/DI operates in the service and the after sales of the products. Therefore the DU/DI must complete the facilities need to support their service and making it better. The number of the  work based Learning participants is based in the industry capacity, so that the program will yield the best result as expected by the school and the industry; the competent students, and also making it easier for the industry to monitor and hiring the potencial workforce.

A school is ready to implement the work based learning program when they have been able to provide the following elements: the readiness of the curriculum, the readiness of the lesson devices, the readiness of the school facilities and the readiness of the human resources. An industry is ready to implement the work based learning program when they have been able to proved the following; the readiness of the instructors, the readiness of the machinery in the DU/DI and the readiness to  accept the participants of the workbased learning.

The research can be used to design an effective concept in creating a skillfull SMK students that can be use immediately by the industrial world, creating a relevant curriculum by expanding students experience in class by integrating between theory and practice. The research can also be used as a consideration in designing the Mechanical Engineering Department Curriculum, Faculty of Engineering, at the Malang State University and as a reference in making researches about other aspects of the implementation of the work based learning.
