Media is one component in learning. The results of interviews conducted in October 2018 against the fifth grade teachers at TegalBesar 1 Elementary School in Jember Regency showed that the media used were only textbooks, with very long texts the concentration level of students quickly declined so the learning outcomes were not optimal. Schools also do not have computer units so multimedia-based media cannot be developed.

Based on these problems, a valid and appropriate learning media is needed to help increase student enthusiasm, concentration and response. The researcher chooses the pop-up book media because when the page is opened an illustration will appear that will make students interested, practical to carry anywhere, easy to use for either individuals or groups, pop-up book media designed to accompany available textbooks so that students understand material increases.

This development research uses a model developed by Dick and Carey which consists of 9 steps. These steps include analysis of needs and objectives, analysis of learning, learner analysis and context, formulating performance goals, developing instruments, developing learning strategies, developing and selecting learning materials, designing and conducting formative evaluations, making revisions.

The study of products based on the results of media validation to the media validator obtained a percentage score of 96.49%, for the results of the validation by material experts obtained a percentage score of 98.75%, the results of field trials obtained a percentage score of 98.14%. Based on the questionnaire that was distributed, it was found that students also enjoyed learning to use pop-up media. Based on these results it can be concluded that the pop-up book media is valid and feasible to be used as a learning media.
