KONI Malang City has many sport branches. Each sport branch is an organization, which is as a forum to manage the sport branch activity. Every sport branch must make work program, budget plan, activity report, and evaluation both inside and outside that it will be given to the KONI Malang City. However, observation result from the researcher shows that it has not been held to evaluate from the outside evaluation. Thus, there is a gap between KONI Malang City expectations with the real fact, especially in the sport branch of Wushu Indonesia (WI).

The objective of this research is to conduct evaluation of work program implementation of Wushu Indonesia (WI) Malang City in 2012 seen from context variable, input, process, and product. Analysis that used in this research is quantitative and qualitative analysis technique. Data that been collected then processed, analyzed, and displayed in narrative and in the percentage.

Research result related to the effectiveness of work program implementation of Wushu Indonesia (WI) Malang City in 2012 seen from CIPP concept is 69.06% with good category. Evaluation divided into four components, they are seen from context, input, process, and product. Effectiveness level from variables is measured by percentage criteria table. Meanwhile, effectiveness level from context variable is 100% with very good effectiveness category. Related to the goal of work program, the secretarial aspect has effectiveness for 100% with very good effectiveness category. Organization aspect has effectiveness for 100% with very good effectiveness category. Achievement building aspect has effectiveness for 100% with very good effectiveness category. Treasure aspect has effectiveness for 100% with very good effectiveness category. Facility and infrastructure aspect has effectiveness for 100% with very good effectiveness category.

Effectiveness level from input variable is 77.83% with good category. Athlete has effectiveness level for 75.51% with good category. Coach has effectiveness level for 72.73% with good category. Secretarial aspect has effectiveness level for 100% with very good effectiveness category. Organization aspect has effectiveness level for 90.91% with very good effectiveness category. Achievement building aspect has effectiveness level for 86.11% with very good effectiveness category. Treasurer aspect has effectiveness level for 83.33% with very good category. Facility and infrastructure aspect has effectiveness level for 76.47% with good category.

Effectiveness level from process variable is 67.70% with good category. Athlete has effectiveness level for 63.17% with good category. Coach has effectiveness level for 78.13% with good category. Secretarial aspect has effectiveness level for 80% with good category. Organization aspect has effectiveness level for 87.50% with very good category. Achievement building aspect has effectiveness level for 72.22% with good effectiveness category. Treasurer aspect has effectiveness level for 83.33% with very good category. Facility and infrastructure aspect has effectiveness level for 88.89% with very good category.

Effectiveness level from products variable is 45.40% with good enough category. Athlete has effectiveness level for 25% with less good category. Coach has effectiveness level for 61.11% with good category. Secretarial aspect has effectiveness level for 33.33% with less good category. Organization aspect has effectiveness level for 73.33% with very good category. Achievement building aspect has effectiveness level for 68.18% with good effectiveness category. Treasurer aspect has effectiveness level for 100% with very good category. Facility and infrastructure aspect has effectiveness level for 100% with very good category.

Based the research result that been explained above, the researcher recommends Work Program of WI Malang City can be continued with some aspects that must be improved, thus in the next years the implementation of work program can run better. Aspect that must be improved in the input variable (1) it needs allowance or transport money during the training, (2) it needs special criteria in the athlete recruitment, thus athlete achievement in WI Malang City can reach satisfying goal. In the process variable (1) expected to all of committee to be participated actively in the implementation of Work Program of WI Malang City, thus the program implementation will run maximally. In the product variable (1) it needs training program improvement in order to obtain maximal achievement and be the winner, (2) expected, especially to the organization aspect to be more active and always invite the other committee to be participated actively in the implementation of work program of Wushu Indonesia (WI) Malang City in the next years.
