            Civics education is a social subject matter which aims to form or construct good citizens who know, will and capable to do the good things. The good citizens are those who realize and bring about their rights and duties well as their capacities as citizens. The concept formation model of learning is a learning ability to define a concept based on some criteria (for example, characteristics and physical connection) and to identify the connection among concepts. It implies the typical comprehension or the best event from the class which depends on the attribute definition. Based on the observation, the researcher found that there were some problems faced in the learning of the civics education in class, there were: (1) the way to teach, generally, was done by using the speech method and the teacher rarely used practicum and demonstration as the alternative method, (2) the low ability of the students.

            This study aimed to (1) describe the implementation of the civics education by using the concept formation model of learning for the students of class IV SDN Manaruwi II, (2) describe the improvement of the students' achievement in the civics subject matter of the students class VI SDN Manaruwi II, bangil, Pasuruan.

            The research design used in this study was Classroom action research (CAR) following Kemmis and McTaggart's model which has two cycles in its implementation. The focus of this study was to improve the learning ability of the students in civics subject matter by using the concept formation model of learning of the students class VI which consists of 30 students. The technique used in collecting the data was observation, test, and interview. The data analysis was done in a qualitative technique. The improvement of the students' achievement in the civics subject matter by using the concept formation model of learning in the material about the organization structure of the main government did not yet fulfill the mastery learning standard (Standar ketuntatasan belajar). The average score of the students in preliminary study was 68.73 % and in cycle I was 65.66% and in cycle II improved, that was 82.06%.

            The conclusion of this study are (1) as a whole the implementation of the concept formation model of learning in the civics subject matter in the main material about the organization structure of the main government was successful because most of the students class VI SDN Manaruwi II have already fulfill the criteria of success determined with the average score 70%, (2) the implementation of the concept formation model of learning in the civics subject matter can improve the students' achievement. In order to improve the students' achievement better, the researcher suggests the tutor in all level to use the concept formation model of learning especially for the teachers.
