Civics education has important part in every level of eduation especially in primary school, since the subject is meant to provide the students with the good characters, the skill and knowledge on the relation among citizens as well as the preliminary education on the state defense, so that they can be the citizens that the country and people can rely on. The efforts in improving the students learning outcome can be done by fixing the learning process. the teacher plays important role in the fixation of the learning process. therefore, the teacher is expected to be able to find out the most suitable method for the learning process, thus the syudents' learning outcome can be improved.

STAD is one of the cooperative learning models which puts stress on the exixtance of activity and interaction among students to motivate and help one another in order to comprehend the material for the best outcome. In other word, STAD is a learning method that put stress on students activity in a group to work together in understanding and mastering the learned materials.

This study used the class action research design with the Kemmis and Taggart model consisting of: 1) Planning, 2) Executing, 3) Observing, and 4) Reflecting. The subject of the study was fourth grader of SDN Lesanpuro 3, Kedungkandang, Malang consisting of 42 studnets. The instrument of the study were test questions, observation sheet (for Teacher and Students).

From the research findings, we learned that the students learning outcome had been improving from cycle I and cycle II. In cycle I the number of students who had comprehend the material was 11 students (26.19%). In cycle II, there was some improvement since the number of students who had comprehend the material was 42 students (100%)  after the implementation of STAD model. The implementation of the STAD learning model on the maeroial of globalization is considered very appropriate for fourth grader in SDN Lesanpuro 3, Kedungkandang, Malang since the teacher had prepared the lesson plan wich suits the implemented learning model.

         Based on the research findings, it can be concluded that: (1) STAD model can be well implemented on civics education subject for SDN Lesanporo 3 Malang, (2) the learning model is model can improve the learning outcome of fourth grader SDN Lesanpuro 3 Malang.
