Not all programs organized by the government to improve the quality of education run smoothly. There are the obstacles in its implementation. Inequality in education quality improvement is demonstrated in one of villages in the district Lumajang Senduro, namely Ranu Pani village. Ranu Pani village is the village that has the highest primary school dropouts compared to other villages in the district Senduro. Therefore, it is necessary to investigate the characteristics of children out of primary school in the village of Ranu Pani.

This study aims to (1) determine the level of education parents of children drop out of primary school in the village of Ranu Pani (2) determine the income level of parents of children drop out of primary school in the village of Ranu Pani (3) determine the burden borne by families who have children out of school base in the village of Ranu Pani (4) determine the condition of the accessibility of elementary school children in the village of Ranu Pani (5) heads of household perceptions about education in the village of Ranu Pani.

This research is a descriptive study using survey methods. The population is families with elementary school children with a number of 282 children. Respondent sample of 100 respondents was taken. The data in this study include primary data and secondary data. Data collection techniques used observation, interviews, and documentation by using single tabulation of data analysis in the form of a percentage.

The results showed the level of parental education elementary school children in the village of Ranu Pani is low enough, the majority was limited to SD. So that causes earned income family head lower yet again added burden on families of 5-6 people in one family. The other cause of the child's primary school dropouts due to the far distance of the school, how to travel by foot, and long travel time causes the child to experience physical fatigue, and the perception of parents who think education is important also to be the cause of children dropping out of school.
