Guidance and counseling in schools is a service to all students who refer on the overall development of students in shaping the whole person. Implementation of guidance and counseling based on the preparation of the program that is expected to solve the problems facing students, so students can develop optimally and to achieve the learning objectives of his life. Comprehensive guidance program is activities are conducted in a planned, sequential, and coordinated based on the needs of students, institutions and communities.

Purpose of this research is to produce needs assessment instrument that has a high validity and high reliability. This research was conducted at SMA Laboratorium Universitas Negeri Malang. The sample in this study as many as 257 people consisting of 185 students, 25 teachers and 185 parents. The sampling technique is proportional random sampling technique. Data was collected using a questionnaire instrument needs of students, teachers and parents. Results of field trials (1) Instrument Guidance Needs High School Students, (2) Student Assessment Instruments to Guidance and Counseling Program High School, (3) Assessment Instrument Parents of Guidance and Counseling Program High School, (4) The instrument needs Parents of Guidance and Counseling Program Secondary, (5) The instrument needs of parents of Guidance and Counseling Program High School, (6) Assessment Instruments Teacher of Guidance and Counseling Program High School; (7) Instrument Overall Impression of Parents of Guidance Services and High School Counseling; (8) Teacher Assessment Instrument of Guidance and Counseling Program High School; (9) Teacher Needs Assessment Instrument.

Based on the results, researchers provide advice to various parties including: counselor, the results of this study can serve as the basis or foundation for planning the preparation of comprehensive guidance and counseling program in SMA Laboratorium Universitas Negeri Malang. The results this study will serve as a motivator for counselors to improve the quality f services to meet the needs of students, the researcher continued because this questionnaire is an adaptation of an existing questionnaire, it is necessary to re-test questionnaire to several samples of this needs more know that this needs proper poll or not to use.
